German football ran as a set of regional competitions long before it had a single national league, and the Bundesliga was created to bring the strongest clubs into one division.
Promotion and relegation have been part of the structure from the start, which is the clearest difference between it and the closed franchise leagues of North America.
Club ownership rules have shaped the competition as much as any tactical change, keeping membership structures at the centre of how German clubs are run.
